In any profession, the role of a mentor and trainer is crucial for the growth and success of new recruits. In the realm of law enforcement, where the stakes are high and lives are at risk, the training and development of police personnel become even more critical. 

Meet Police Master Sergeant Stephen Genova Desendario, a dedicated member of the Philippine National Police (PNP) currently serving as the School Investigator, DLOS PNCO, Librarian PNCO, and Test and Evaluation PNCO at the Regional Training Center MIMAROPA. 

PMSg Desendario, a seasoned police officer with over ten years of experience, has made significant contributions in the training and development of police recruits and in-service personnel of the Philippine National Police (PNP).

He was born in Bago City, Negros Occidental on November 18, 1979. He completed his primary education at Jalsis Elementary School in Barangay Malingin, Bago City in 1993 and secondary education at St. Joseph's School-La Salle in Barangay Villamonte, Bacolod City in 1997 . In 2004, he was elected as the President of the supreme student government at his college alma mater. He graduated with a Bachelor of Science in Criminology from Bago City College in Bago City, Negros Occidental in 2005 and became a licensed criminologist after passing the Criminologist Licensure Examination at Iloilo City in 2007. Prior to joining the PNP, he was a former supervisor and operations officer in the security industry and a disciplinary officer in a maritime institute. 

Stephen Desendario's passion for serving the community and upholding justice led him to pursue a career in law enforcement. He joined the Philippine National Police (PNP) on July 1, 2009 and began his training at the National Capital Region Training School on July 16, 2009, together with 999 police recruits from the National Capital Region Police Office (NCRPO). 

PMSg Desendario has made a name for himself in the PNP as a dedicated and skilled officer. He completed the Public Safety Basic Recruit Course (PSBRC) conducted by the National Capital Region Training Center in Camp Bagong Diwa, Bicutan, Taguig City, in November 2009. During his training, Stephen was awarded a certificate of merit for graduating number 9 in the Final Order of Merit of the entire PSBRC batch of police recruits and a certificate of merit for graduating number 1 in the class of 50 police trainees in his company.

He has already completed the Public Safety Senior Leadership Course conducted by NCRTC in 2021. He has also completed the Instructors Development Course (IDC) sponsored by the International Criminal Investigative Training Assistance Program under the United States Department of Justice (US DOJ ICITAP).

Stephen's leadership qualities were evident early on in his career. After completing the PNP Field Training Program, Stephen Desendario was assigned as a tourist police at the Regional Mobile Force Battalion of the National Capital Region Police Office and later to the National Capital Region Training Center as Tactical Police Non-Commissioned Officer (PNCO) where he demonstrated exceptional leadership qualities, dedication, and a deep understanding of the importance of training and development. Throughout his early years as a police officer, Stephen displayed a natural aptitude for teaching, inspiring his colleagues and superiors alike.

Stephen has held several important positions in his career. He served the National Capital Region Training Center as Chief, Internal Legal Officer for over 5 years. He was designated as Assistant Chief Complaint and Investigation Section of NCRTC despite his lack of the required competency training in investigation. He is currently assigned to the National Police Training Institute (NPTI) and holds several designations, including School Investigator, DLOS PNCO, Librarian PNCO, Test, and Evaluation PNCO.

In his current role, Stephen is based in the province of Palawan as the Course Coordinator of Public Safety Junior Leadership Course Batch 2022-01 Class Alpha and Bravo and supervisor of Public Safety Senior Leadership Course Batch 2022-01 Class Alpha since February 2005. 

Stephen Desendario's contributions to law enforcement have had a profound impact on the PNP. His commitment to training and development has resulted in a more professional and efficient police force. The competence and confidence instilled in new recruits and in-service personnel through the training programs have helped strengthen public trust and improve community relations.

Stephen's leadership and dedication to training and development have earned him recognition and accolades within the law enforcement community. His outstanding work has been acknowledged through multiple commendations and awards for his invaluable contributions to the PNP. We are proud to have his as a family-member of the Regional Training Center MIMAROPA, and we look forward to seeing all that he will accomplish in the years to come.
